How to attach wood shutters on vinyl siding house using existing holes?

so i want to make my own cypress shutters and mount them to the walls, there are already holes in the walls for my existing plastic shutters. I was thinking of using french cleats or hangman brackets but i nee to space them away from the wall a bit because its vinyl siding. Should i use a spacer type bushing and silicone the holes and mount the cleat or hangman to the bushing so to not introduce moisture in the hole?

Are french cleats going to handle hurricane season here to keep the shutters in place, or will you be using additional hardware to attach the shutter to the cleat?

Well I believe if they are on French cleats with a little silicone the might stick on there l I guess anyway but I just drank a bottle of Chardonnay lol
